JPEG uses a solid background. JPEG encoding can change pixels. Quality and file size vary; compare the result before using it. The downloaded result must fit your maximum size. Encoding quality is chosen by a bounded search of actual outputs. Your chosen dimensions are retained; if the limit cannot be met, increase it or reduce the width and process again.
